A comic reader app, particularly on iOS or Android, will not open CBR files because it has no RAR decoder.
Only the archive format. The pages inside, ordinary JPEGs or PNGs, are extracted and repacked into a ZIP. The images themselves are not touched or re-compressed.
Page order comes entirely from filename sorting, and it breaks on files numbered without leading zeros. Page 10 sorts before page 2 in almost every reader, so a badly named CBR converts into a CBZ with the same wrong order.

ZIP is free and every platform has a decoder. RAR's decompressor is proprietary, so many mobile readers omit it.
