A file recorded from a Windows Media stream or an old surveillance system is an .asf and nothing modern will open it.
The WMV or MPEG-4 video and WMA audio inside the ASF container are decoded and re-encoded to H.264 and AAC in an MP4.
ASF is the container that WMV and WMA both sit in, so a .asf file may hold video, audio only, or a script command stream. If a conversion returns audio with no picture, the file never had a video track.
WMV is the video codec and ASF is the container. Microsoft used the .wmv extension for ASF files containing video.
Windows-based DVR software of that era wrote ASF by default. Proprietary variants of it are common and sometimes need the vendor player.
