What actually changes
EOT and TTF are not the same picture in two wrappers.
The EOT wrapper is removed, recovering the TrueType data inside it.
Worth knowing first
EOT was Microsoft's attempt at font protection, and many EOT files carry a root string list that restricted them to specific domains, plus MicroType Express compression that not every tool can decode. Some EOT files simply will not unpack for that reason.

Why did EOT exist?
It was Internet Explorer's web font format from 1997, designed to discourage casual copying by binding fonts to a domain.
Does anything still need EOT?
Only Internet Explorer 8 and earlier. It has no place in a current site.
