A font is only available as a web font and it needs to be installed on a desktop or opened in a font editor.
WOFF is a compressed wrapper, so this decompresses it back to the TrueType data it was built from. The outlines are unchanged.
Web fonts are frequently subsetted before deployment. Unpacking one gives you exactly the glyphs the site needed, so a font that looks complete in Latin text will have no accents, no currency symbols and no punctuation beyond what that page used.
It depends entirely on the licence. Web font licences generally do not include desktop use, and technical possibility is not permission.
