What actually changes
MP4 and GIF are not the same picture in two wrappers.
The selected range is decoded, resized, reduced to a 256-colour palette and written as GIF frames. Audio is discarded, because GIF has none.
Worth knowing first
The output is very often larger than the MP4 it came from, sometimes by ten times. Three knobs control it and they all matter more than any quality setting: length, pixel dimensions and frame rate. Ten seconds at 480 pixels wide and 12 frames per second is usually the practical ceiling.

Why is my GIF 40 MB?
Too long, too large, or too many frames per second. GIF has no inter-frame compression, so every frame costs full price.
How do I improve the colours?
Generate a palette from the actual clip rather than using a generic one. Scenes with a narrow colour range benefit enormously.
Can I keep the sound?
No. GIF has no audio track at all.
