A browser recording or a downloaded WEBM needs to become a GIF for a ticket, a wiki or a chat client that will not play video.
Frames are decoded from VP8 or VP9, resized, quantised to 256 colours and written as a GIF. Sound is dropped.
Screen recordings are the worst case for GIF. Text and UI chrome are full of fine detail and hard edges, which survive quantisation badly and defeat GIF's LZW compression, so a 2 MB screen capture can produce a 30 MB GIF.
Crop to the region that matters and drop to 10 or 12 frames per second. Cropping saves more than any other setting.
WEBM can carry an alpha channel and GIF only has one transparent index, so soft edges become hard ones.
