A document management system, a legal filing tool or an old application accepts RTF and nothing else.
The document is written out as RTF markup. Basic formatting, tables and images survive in a format nearly every word processor since 1990 can open.
The file will grow, sometimes by several times, because RTF is uncompressed text and stores images as hexadecimal. A Word file with a few screenshots in it can produce an RTF too large for the mail gateway that required RTF in the first place.
Modern Word features: content controls, SmartArt, charts as objects, and theme-based formatting. They become static pictures or plain formatting.
It carries no macros, which is why some systems prefer it. It has had its own share of parser vulnerabilities, so it is not inherently safe.
