Audio from a game, an open source project or a Wikipedia recording is an OGG that a phone or a car stereo will not play.

    What actually changes

OGG and MP3 are not the same picture in two wrappers.

Vorbis audio is decoded and re-encoded as MP3, and the Vorbis comment tags are mapped onto ID3 frames.

    Worth knowing first

An .ogg file is a container and can hold Vorbis, Opus, FLAC or Speex. Modern files with that extension are often Opus, which behaves quite differently at low bitrates, so the right MP3 bitrate depends on which codec is actually inside.

    Questions

    OGG to MP3, answered

Why do games ship OGG files?

Vorbis is patent free with no licensing cost, which mattered a great deal to game developers when MP3 licensing was still enforced.

    Is Vorbis better than MP3?

Generally yes at the same bitrate, which is why it needs a slightly higher MP3 bitrate to convert transparently.
