A WEBP saved from the web needs to go somewhere that only takes JPEG, usually a marketplace listing, an email client or a photo print service.
Both formats are lossy, so this is a decode and a fresh encode. Quality is set by the slider rather than inherited. Transparency is not carried, because JPEG has no alpha channel.
This is a second lossy generation on top of a first. At quality 90 the loss is invisible; at 60 you will see the WEBP's own artefacts get amplified rather than smoothed, particularly around text and flat colour edges.
