What actually changes
WEBP and JPG are not the same picture in two wrappers.
Both formats are lossy, so this is a decode and a fresh encode. Quality is set by the slider rather than inherited. Transparency is not carried, because JPEG has no alpha channel.
Worth knowing first
This is a second lossy generation on top of a first. At quality 90 the loss is invisible; at 60 you will see the WEBP's own artefacts get amplified rather than smoothed, particularly around text and flat colour edges.

The WEBP, almost always. WEBP typically reaches the same visual quality in 25 to 35 percent fewer bytes, which is why sites serve it.
What happens to transparent areas?
They are filled with white. JPEG cannot store an alpha channel, so every transparent pixel has to be given a colour.
