What actually changes
AMR and MP3 are not the same picture in two wrappers.
AMR narrowband speech is decoded and re-encoded as MP3, which every player can open.
Worth knowing first
AMR is 8 kHz mono, which means everything above about 4 kHz was never recorded. No output bitrate brings it back, and encoding above 64 kbps only wastes space. It will always sound like a phone call, because it is one.
