    What actually changes

    HEIF and JPG are not the same picture in two wrappers.

    HEIF is the container; the picture inside is normally HEVC-coded. It is decoded and re-encoded as JPEG, which every application can read, at the cost of a larger file.

    HEIF is a container, not a codec, so two files with the same extension can hold different codecs inside. That is why one .heif opens in a given tool and another does not, and why the fix is conversion rather than a codec pack.

    Is HEIF the same as HEIC?

    HEIC is the name Apple uses for HEIF files containing HEVC images. Effectively the same thing with different extensions.

    Does image sequence data survive?

    No. HEIF can hold bursts and image sequences, and JPEG holds one picture, so only the primary image is kept.
