What actually changes
MP3 and OPUS are not the same picture in two wrappers.
The MP3 is decoded and re-encoded as Opus, which can hold speech at a third of the bitrate and music at roughly half.
Worth knowing first
Opus always resamples to 48 kHz internally. An MP3 recorded at 44.1 kHz is therefore resampled during the conversion, which is harmless in itself but means the round trip back to MP3 is never sample-identical.

What bitrate should I use for speech?
24 to 32 kbps mono is transparent for spoken word. Music wants 96 to 128 kbps stereo.
What plays Opus?
All browsers, Android, VLC, and most modern media servers. Older hardware players and some car systems do not.
