    What actually changes

    HEIC and PDF are not the same picture in two wrappers.

    Each HEIC is decoded and placed on its own page, sized to the photo's aspect ratio. The image is carried inside the PDF as JPEG data, so the document ends up close to the size of the equivalent JPEG rather than ballooning.

    Worth knowing first

    A PDF made from a photo contains no text, only pixels. Nobody can search or copy from it, and some government upload portals reject exactly that kind of PDF. Run OCR if the document has to be searchable.

    Can I put several photos in one PDF?

    Yes. Drop them all in and they become pages in the order you arranged them, which is the usual reason for doing this at all.

    Why is my PDF sideways?

    Phone photos carry an EXIF orientation flag rather than physically rotated pixels. The conversion applies that flag, but a photo shot with the phone flat sometimes has no reliable flag to apply.
