What actually changes
JPG and PDF are not the same picture in two wrappers.
Each JPEG is placed on a page sized to its aspect ratio. The JPEG data is carried into the PDF as it is, so nothing is re-compressed and the document ends up about the size of the photos that went into it.
Worth knowing first
Photographs of paper are usually bigger than they need to be and often slightly skewed. Portals that cap uploads at 5 or 10 MB reject the result, so downscale to around 2000 pixels on the long edge before converting rather than after.
