What actually changes
PAGES and PDF are not the same picture in two wrappers.
The document is rendered to fixed PDF pages with fonts embedded, so the layout survives on machines that have neither Pages nor the fonts it used.
Worth knowing first
Pages documents lean heavily on Apple's system fonts, and layouts built with them shift when those fonts are unavailable. Embedding into a PDF is precisely what prevents that, which makes PDF a safer delivery format than DOCX here.
