A scanner or a fax server produced a multi-page TIFF and every system downstream expects a PDF instead.
Each TIFF page becomes a PDF page at the same aspect ratio. A bitonal fax TIFF can keep its CCITT Group 4 compression inside the PDF, so the document often converts with no size increase at all.
The PDF contains images, not text. It looks like a document and behaves like a photograph: nothing is searchable or selectable until OCR is run over it.
Yes. The pages inside a multi-page TIFF are ordered, and that order carries into the PDF.
Run OCR on the resulting PDF. That adds an invisible text layer over the scan without changing how the page looks.
